Kevin J. Rooney has served as a Deputy District Attorney for San Joaquin County in Stockton, California since September of 2013.  Prior to that, he served as an Assistant District Attorney for New York County in New York, New York. In four years as a criminal prosecutor, Kevin has handled hundreds of cases at every stage of the criminal justice process from charging through sentencing.  Kevin earned a Bachelor of Arts in history and a Master’s of Public Administration from Cornell University before earning his law degree from Stanford University Law School in 2009.  Immediately after graduating from Stanford, he served for one year as a law clerk for the Hon. Jeremy Fogel of the United States District Court for the Northern District of California.  He is also married and a proud father of three.


Kate Fuller was raised in London, England, and moved to the United States in 2002 to attend college. After graduating from Cornell University with a Bacheor of Arts in history, with a concentration in Asian Studies, she joined Highseas Maritime in Stamford, CT. Working for 7 years at Highseas, she worked her way up from handling the filing and answering to the phone, to serving on the board of the company. She worked primarily as a demurrage consultant, and chose also to become heavily involved in maintenance and morale of the crew members working on board the company's oil tankers.  She is married to ARPI's CEO and the proud mother of two children.

Chief Executive Officer

Clayton M. Fuller

Clayton will operate as ARPI’s CEO, and will also undertake responsibilities as the director of research and director of operations in ARPI’s first year of operations.  Clayton has extensive legal and policy experience.  From 2010-2014, Clayton was an active duty Air Force officer and Judge Advocate General (JAG).  During his time in the Air Force he was he was twice awarded the Air Force’s Commendation medal, was the mid-level executive of the year for his organization in 2011, and was hand-picked to work protocol for flying missions involving Air Force One and the President of the United States, several foreign heads of state, and the Vice President of the United States.  In addition to his military experience, he has bipartisan policy experience working for the district office of Congressman Maurice Hinchey, the US House Financial Services Committee, and the office of former Speaker of the House Newt Gingrich at the American Enterprise Institute.  Clayton earned a Bachelor of Arts in English from Emory University, a Master’s of Public Administration from Cornell University, and a Juris Doctor from Southern Methodist University.  He is a distinguished graduate of Air Force Officer Training School, and has completed additional training at Squadron Officer School and the Marine Expeditionary Warfare School.  He is also a cancer survivor.
